Richard E. Spencer was born November 21, 1939, to the late William "Billy" Dean and Ollie B. Steward. He was born in Wilmington, Delaware. He leaves to cherish his memory his wife of nearly 15 years, Bonnie "Chirping Bird" Spencer of the Nanticoke Indian Tribe of Delaware, now residing in Huntsville, Alabama; four siblings: Earl Steward, Jr. of Harrisburg, PA, Sharon Sheppard of Harrisburg, PA and Erlene Green of Elizabethtown, PA. and Ron Dean of Greenwich, Connecticut; four children: Nikita Wallace, of Lithia Springs, GA., Scott Richard Spencer of West Virginia, Christopher Jude Spencer of Dover, Delaware and Brandon Jason Spencer of Wilmington, Delaware. He was pre-deceased in 2022 by his beloved son Marc Benjamin Spencer of Los Angeles, California. In addition, his stepdaughter, Gena Lynn Scott of Huntsville, Alabama, also dearly cherishes his memory. Six Grandchildren from Scott Spencer: The late Jeffrey Spencer, Becky Stottmann, (Great Grandchild, Jack Stottmann) Tyler Spencer and Amanda Spencer, Joshua Spencer and Daniel Spencer, and two step granddaughters; Mearyn Roscoe and Grace Thompson. Two Grandchildren from his daughter, Nikita Wallace: Tyra House and Tajuanna Franklin (Four Great Grand Children: Tamani Mosley, Tamir Mosley, Elizah Franklin, and Ava Franklin) and a host of nieces, nephews, Aunt Stella Gordon, cousins, friends and his Wilmington Police Department Brothers and Sisters.

Sgt. Richard E. Spencer retired from the Wilmington Police Department in 1986 after 20 years of dedicated service and was highly regarded and respected by his peers.
