A Faithful Servant, A Compassionate Leader ...
Dr. Harriett Sampson Littlepage was born on Wednesday, July 16, 1952, in Nashville, Tennessee, to Mr. Albert Smart and Ms. Lora Bell Bass. Early in life, she moved to Mobile, Alabama, where she spent most of her childhood. She enjoyed the love of her caring parents, a special aunt (Arabell Brinkley), close siblings, and the protection of the surrounding community, as she completed her elementary and secondary education. It was also in the Port City that she gave her life to Christ at an early age and was baptized by Rev. T. J. Hayles at the Aimwell Baptist Church.
Upon completing her formal education in Mobile, Dr. Littlepage embarked upon studies in Business Education at the historic Alabama A&M University, where she was an earnest student scholar who was a dedicated member of the Class of 1974. While on The Hill, she joined Sigma Beta Chapter of Zeta Phi Beta Sorority Incorporated, where she formed lifelong bonds of sisterhood and friendship. She returned to AAMU to earn the Master of Business Administration (MBA) degree in 1980, and she pursued and completed the requirements for a Ph.D. in Urban Higher Education and Leadership from Jackson State University in 2011.
On March 28, 1975, Dr. Littlepage married the love of her life, Deacon Willie T. Littlepage. Their happy and productive union was blessed by three children: Arabella Littlepage (Robert Cottrell); D. Littlepage (Kristen Wiliams); and Willie S. Littlepage. Dr. Littlepage united with First Missionary Baptist Church (FMBC) in June of 1975 and remained an active and faithful member until her passing.
Dr. Littlepage amassed nearly 40 years of professional staff experience in the Department of Defense's Planning, Programming, Budgeting and Execution (PPBE) operation, including justification and defense of aviation and missile complex weapon systems. Her federal service began as an engineering aide 1969 and 1970 at the Mobile District Corps of Engineers, and as a clerk stenographer in 1973 at the Atomic Energy Commission, Oak Ridge, Tennessee. In July of 1974, she became an Army Materiel Command Budget Analyst Intern with the U.S. Army Missile Command (MICOM) and graduated that program in August, 1977.
Aggressively developing as a Journeyman Budget Analyst, she began her stellar career and became a Senior Budget Analyst in October 1979. This lengthy tenure included 30 years at the U.S. Army Aviation and Missile Life Cycle Management Command (AMCOM) Resource Management; four years at the Project Management Office level; and five years in Logistics Management, including the Deployment and Sustainment of the Logistics Modernization Program (LMP) and LMP Sustainment Training. She concluded her distinguished federal career services on May 3, 2013, as Deputy Director of the Business Management Directorate, for which she was responsible for the oversight of $3.3 billion in financial resources, more than 2,000 personnel, and many other units and items.
Throughout the years of her productive profession, Dr. Littlepage rightly acquired numerous distinctions. She was a Certified Defense Financial Manager and a Certified Government Financial Manager. She completed all training requirements for Level IV Certification in both Comptrollership and Level III Certified in Business, Cost Estimating, and Financial Management. Additional accolades include the William Hooper Councill Distinguished Alumni Award; Rosa Parks Woman of Courage Award; Commander's Award for Civilian Service; Zeta of the Year Award; Achievement Medal for Civilian Service; American Society of Military Comptrollers Budget Award; and Alabama A&M University Presidential Alumni Award, to name a few.
Dr. Littlepage continued to display exemplary leadership in numerous other areas beyond her career focus. As a member of First Missionary Baptist Church, she served as a Cradle Roll Sunday School teacher for many years and was a Troop Leader and mentor to Girl Scout troops sponsored by the Church. She became a Deaconess in April 1989, and during her 35 years of service, she served as Chairperson of the ministry and was Vice Chair in 2023. Outside of FMBC, she served on the Board of Directors of the Huntsville Bible College. She was an active member of Mizpah Chapter Number 37, Order of the Eastern Star. She faithfully supported and provided scholarships for the student volunteers through the Rosetta James Foundation, and she was a sponsor of Alabama A&M University's Annual Black Tie Scholarship Gala and the Zeta Scholarship Fund.
Dr. Littlepage was a Diamond Life Member of Zeta Phi Beta and the immediate past President of the Delta Omega Zeta Chapter at the time of her death. She previously served as First Vice President, chaired the fundraising committee for many years, and chaired one of the youth groups. During Boule 2022, she helped successfully introduce the adoption of the title "Zeta Crystal Dove" for Zetas with 50 or more years of membership. In the Alabama State Association, she served as a Centennial Representative, 2019; Life Member Coordinator, Nominating Committee, 2014; and she was a 2016 Hall of Fame Honoree, a 2022 Hall of Fame Ambassador honoree, a Dove Society Sponsor, a member of both the Alabama State and South Central Region Legacy Clubs and a committee member on the International Myrtle and Viola Tyler Legacy Club. She also served as the Alabama State Association Parliamentarian, 2014-2017; South-Central Region Parliamentarian, 2018-2021; and was a member of the National Parliamentarian Association.
Most recently, Dr. Littlepage presented remarkable leadership and passion in her valiant efforts to bring her college classmates together to celebrate the upcoming 50th anniversary of the Class of 1974. Her tireless work and enthusiasm undoubtedly has contributed to the strengthening of the bonds among her classmates as they plan to return to campus. Indeed, her presence will be greatly missed and her legions of contributions will be remembered and honored during the Golden Class Celebration in May 2024.
Dr. Littlepage was preceded in death by her beloved parents and guardians, Mr. Albert Smart and Ms. Lora Bell Bass and Ms. Arabell Brinkley; and a brother, Mr. Forest Patterson, Jr. She leaves to cherish her memories her husband of 49 years, Mr. Willie T. Littlepage; three loving children - Arabella Littlepage, D. Littlepage and Willie S. Littlepage; caring siblings: Mrs. Georgia Gonzalez and Mr. Stanley Bass; supportive in-laws: Mrs. Rhoda Parker; Mrs. Jessie Jemison; Mrs. Mary Morrell, Ms. Laura Littlepage; Ms. Dian Littlepage, Mr. Johnny Littlepage and Mr. Roy Littlepage and a host of beloved nieces and nephews.
